Summary: Governance as a new paradigm of public management emerged in the last decade of the twentieth century. It is currently the dominant mode of collective societal problem-solving. The core argument of governance that has attracted universal attention is the widening of the concept of public administration which has traditionally been technocratic and mono-institutional, focusing almost exclusivelyonformalgovernment.Accepting the role of market and acknowledging people as administrators open up possibilities of devising alternative forms of governance.
