Summary: State Level Public Enterprises (SLPEs) were set up in India as a deliberate strategy for ensuring development of the respective state and to further the objectives of the stateHs industrial policy. As on today, about 1000 SLPEs are working across different states of the country. However, it is found that in most cases, the returns are low or even negative and accumulated losses have been on the rise. A painstakingly carried out exercise this work offers a systematic collection and analyses of statistical information pertaining to SLPEs of all the 28 states of the country for the period 1997-2004. Adding significantly to the scarce literature on the subject, the study shows how SLPEs have performed, what success has been achieved in the attempts to reform them, and what is the foreseeable future is for SLPEs, in respect of each individual state.
