Summary: It explores the Devolution Index by adding ‘capacity building of panchayats’ and ‘accountability of panchayats’ to the existing ‘4 Fs’, i.e. framework, functions, finances and functionaries. The findings of this were to encourage the State governments and other concerned authorities, to take more effective steps for devolution of powers and resources to panchayats. It evaluates the enabling environment to function as institutions of self-government.
