The handbook is an attempt to cover the area of public policy studies. That is an ambitious goal, and perhaps a too ambitious one. Both the real world of public policy and the academic study of policy are sizeable, complex and differentiated bodies of practice and of knowledge. If anything the body of information that any treatment of public policy must attempt to cover has been increasing. On the one hand, governments have altered the manner in which they consider policies substantively, changing some established fields such as economic policy to become competitiveness policy, and/or sustainable development policy, and also are attempting to integrate better the range of policies that have existed in the past to generate more strategic approaches to governing.
